02/22/2025 PLPOA Board Meeting

Pine Lake Property Owners Board Meeting FEBRUARY 22, 2025

Attending in person:  Sarah Kirchoff, Ginny Detloff, Fred Koch. Zooming:  John Hedstrom, Jim Henderson, Julie Verhalen, Jeff Price

Meeting Start
Ginny called the meeting to order at 10:07. Meeting minutes from our November meeting were approved by Julie and seconded by Jeff.

Treasurer’s Report
Jim reported that balances in the accounts are ticking up.

Jim followed up on an issue that was raised at the last meeting:  Should we separate our money for dues vs donations to the lake?

·      Different categories available
§  Unrestricted
§  Preferred use gifts—(ie treating milfoil) not necessarily restricted
§  Restricted gifts—must be used for specific use.

  • The freest use of money is keeping money in one single account vs separate accounts

  • We discussed widening the nomenclature about the “Milfoil Fund” to be perhaps “Lake Health Fund”.

  • Jim will put together verbiage about how we should describe and name the fund.

  • We agreed that openness and transparency with the membership about the use of funds is a de facto standard.

Jim looked into the deductability of lake donations.  - We will send a form that acknowledges the dues are a donation with a disclaimer.

Jeff moved to accept the Treasurer’s report, Julie seconded

Camp Donation
At the last meeting, we agreed we would donate a table or tables to the camp.  They have not responded to our offer, and will get back to us on their needs.

Milfoil
Fred has met with the DNR and reports that we were denied our appeal for a permit to treat with ProcellaCOR this year.

  • Our invasive species management plan says that we won’t treat until we get to 2.2 acres of infestation.

  • After our 2024 inspection. Our current level is 1.3 acres.

  • Spot treatments are not approved.

Choices:

  1. Survey early in the year, resubmit results to the DNR and hope for a permit to treat with ProcellaCOR.

  2. Use DASH treatment.

  3. Wait and do nothing

  4. Cut milfoil.

Due to the DNR decision, our current contract with Lake and Pond Resources (Jim Sharl) is void.

We support doing a survey in May or June, with the “hope” that the survey finds milfoil is enough to meet the minimum level (2.2 acres) to justify treating with ProcellaCOR.

Estimated cost for the May/June survey is $2000-2500.

Concerns exist that the DNR may not grant the permit even if milfoil exceeds the 2.2 acre threshold.

Dash may be an option on smaller patches, even though it was ineffective on the larger patches in the past.

Fred will get bids from Dash providers—different Dash providers than we used in the past.

Our grant for $12,000 will be lost if we do not use the money this year.  The implication is that even if DASH is less efficient/effective, it may be worth doing with the grant money vs losing the grant money completely.

The only other option would be cutting

Fundraising

We should send ideas for sportswear/swag/or other ideas to Sarah.

We are seeking ideas for a larger item we can sell at the annual meeting.

We will all come back with ideas for sale items.

Ordinances
Julie will forward the ordinance on swimming 200 feet offshore.
Ginny reported that Springwater Township has issued Ordinance 2025-1 which bans wakesurfing on Springwater Township lakes.  (Pine, Round, Gilbert, Kusel, Wilson).  Long Lake is only half in the township, so it does not apply to Long Lake.

Our next Meeting will be April 5 at 10:00 at Ginny’s house.

Jeff made a motion to adjourn which was seconded by Sarah.  Meeting was adjourned at 11:18.
